Ir2153 oscillation problem

Can someone tell me how I can use digital multimeter to test the ir2153 if it is oscillating, my smps I tried to design when I put DMM black probe on the negative power line and the positive of the DMM probe to the pin 7 of the ic it read 15 volt no fluctuations and the pin 5 read 0.45 volt question is is that how it should be? Or how do I know if it is oscillating I don't have oscilloscope or frequency meter thanks to all the genius in the house

The high side gate drive pin7 gets its power from the bootstrap capacitor. This capacitor charges itself when the lowside mosfet comes on.
You will not see an output voltage on pin7 without mosfets.
To make an smps you need at least a frequency meter. An oscilloscope is essential as you cannot see what is going on without it.

Not at all.
Another way to test the IR2153.
Is to remove the mosfet if you have them installed.
Set pin 6 (vs) of the IR2153 to gnd.
If the IR2153 is OK. will give you 5V on the HO-LO pins.
Note: very important not to have the mosfets installed or booom.
