Problem with switchmode welder

I recently purchased a powcon 200sm inverter welder, not sure how old it is, it uses scr's instead of igbts or mosfets, so I'm guessing its an older one since it uses the scr's, anyway, I plugged it in and powered it up, tried running some welds and it didn't seem to be working right, arc kept cutting out and just seemed underpowered, even though its a 200 amp ,machine, I went to measure the open circuit voltage of the output and it is only 60 volts, the spec plate says its supposed
to be 80 volts, so my question is where should I start in trying to find what's wrong with it? Could it be that the capacitors have reached the end of their life?
